{"id":7015,"date":"2025-01-21T18:39:48","date_gmt":"2025-01-21T18:39:48","guid":{"rendered":"https:\/\/nhrtc.org\/?p=7015"},"modified":"2025-01-21T21:59:41","modified_gmt":"2025-01-21T21:59:41","slug":"hb-715","status":"publish","type":"post","link":"https:\/\/nhrtc.org\/nhrtc-core\/hb-715\/","title":{"rendered":"HB 715: this bill defines and regulates personal electric vehicles"},"content":{"rendered":"<p class=\"p1\">NHRTC and our fiscal sponsor <a href=\"https:\/\/bwanh.org\/\">BWA-NH<\/a> worked with Rep Linda Gould to file HB 715-FN: \u00a0&#8220;<em>This bill defines and regulates personal electric vehicles.&#8221;<\/em><\/p>\n<p class=\"p1\">We all know that technology advances faster than legislation can keep up. Likewise improper use of some devices can and have resulted in injuries to the users and innocent by-standers.<span class=\"Apple-converted-space\">\u00a0 <\/span>A key issue is \u201c<a href=\"https:\/\/nhrtc.org\/difference-between-trail-bikes-and-e-bikes\/\">e-bikes on rail trails<\/a>\u201d \u2013 except usually they are not \u201ce-bikes.\u201d<span class=\"Apple-converted-space\">\u00a0 <\/span>The NH law allows Class 1 &amp; 2 \u201ctrue e-bikes\u201d having a maximum powered speed of 20 MPH on rail trails and they are classified as \u201cbicycles\u201d \u2013 not \u201cmotor vehicles.\u201d<span class=\"Apple-converted-space\">\u00a0 <\/span>For several years rail trail users have encountered fast and powerful \u201celectric motorcycles with pedals\u201d that are mistakenly called \u201ce-bikes.\u201d No pedaling required \u2013 just hit the throttle to attain 40-50 MPH all without any user training, safety certificate, operator licensing, registration, or insurance.<span class=\"Apple-converted-space\">\u00a0 <\/span>And yes, these devices are being used on public roads, greenways, and trails.<span class=\"Apple-converted-space\">\u00a0 <\/span>Electric unicycles (EUCs) are also showing up in greater numbers with similar concerns.<span class=\"Apple-converted-space\">\u00a0 <\/span>The term \u201cPersonal Electric Vehicles\u201d (PEVs) covers the above plus skateboards, scooters, OneWheels, and hoverboards.<\/p>\n<p class=\"p1\">HB 715 is our\u00a0 second attempt to legally identify these \u201cOut-of-Class Electric Vehicles\u201d (OCEVs) for what they are so as they are not considered \u201ce-bikes.\u201d<span class=\"Apple-converted-space\">\u00a0 <\/span>A plan for education, safety certificates (much like the NH Fish and Game OHRV and snowmobile program) and speed limits based on the environment should make rail trails safer and more enjoyable for everyone.<span class=\"Apple-converted-space\">\u00a0 <\/span>Road users and law enforcement officers currently don\u2019t know what to call these OCEVs so they don\u2019t take any action.<span class=\"Apple-converted-space\">\u00a0 <\/span>The goal is to reasonably and safely regulate these devices much like what we have in place for motor vehicle operators. <span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">Bottom line, some common sense, courtesy, and etiquette can go a long way \u2013 but it takes education and regulations to make it happen.<span class=\"Apple-converted-space\">\u00a0 <\/span>Please read the details in HB 715 and\u00a0 support passage when House Transportation Committee holds its hearing.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>NHRTC and our fiscal sponsor BWA-NH worked with Rep Linda Gould to file HB 715-FN: \u00a0&#8220;This bill defines and regulates personal electric vehicles.&#8221; We all know that technology advances faster&#8230;<\/p>\n","protected":false},"author":3,"featured_media":6739,"comment_status":"closed","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"_monsterinsights_skip_tracking":false,"_monsterinsights_sitenote_active":false,"_monsterinsights_sitenote_note":"","_monsterinsights_sitenote_category":0,"footnotes":""},"categories":[26],"tags":[],"class_list":{"0":"post-7015","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-legislation"},"cc_featured_image_caption":{"caption_text":"","source_text":"","source_url":""},"_links":{"self":[{"href":"https:\/\/nhrtc.org\/nhrtc-core\/wp-json\/wp\/v2\/posts\/7015","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/nhrtc.org\/nhrtc-core\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/nhrtc.org\/nhrtc-core\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/nhrtc.org\/nhrtc-core\/wp-json\/wp\/v2\/users\/3"}],"replies":[{"embeddable":true,"href":"https:\/\/nhrtc.org\/nhrtc-core\/wp-json\/wp\/v2\/comments?post=7015"}],"version-history":[{"count":5,"href":"https:\/\/nhrtc.org\/nhrtc-core\/wp-json\/wp\/v2\/posts\/7015\/revisions"}],"predecessor-version":[{"id":7018,"href":"https:\/\/nhrtc.org\/nhrtc-core\/wp-json\/wp\/v2\/posts\/7015\/revisions\/7018"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/nhrtc.org\/nhrtc-core\/wp-json\/wp\/v2\/media\/6739"}],"wp:attachment":[{"href":"https:\/\/nhrtc.org\/nhrtc-core\/wp-json\/wp\/v2\/media?parent=7015"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/nhrtc.org\/nhrtc-core\/wp-json\/wp\/v2\/categories?post=7015"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/nhrtc.org\/nhrtc-core\/wp-json\/wp\/v2\/tags?post=7015"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
